Foreign Investor in Morocco: Complete Guide to Setting Up in 2025

Morocco: A Leading Investment Destination

Morocco has established itself as one of the most attractive investment destinations in Africa and the Mediterranean basin. Its political stability, modern infrastructure and continuous economic reforms make it a strategic choice for international investors.

Who can create a company in Morocco?

  • Any foreign national (without nationality restriction)
  • Moroccans Residing Abroad (MRE)
  • Foreign institutional investors
  • Foreign companies wishing to open a subsidiary or branch
No Moroccan partner is required: 100% ownership by foreigners is legally authorized.

Recommended legal forms for foreigners

SARL (Limited Liability Company)

The simplest and most common form. Recommended for SMEs and startups, commercial and service activities, investments under 5 million MAD.

SA (Public Limited Company)

For large projects requiring major fundraising, stock market listing, or projects requiring several shareholders (minimum 5).

Branch of a foreign company

Direct representation of a foreign company in Morocco. Advantage: simplified accounting, but identical taxation to a Moroccan company.

Capital transfers: What you need to know

Incoming investment

Foreign capital transfers to Morocco must be documented with the Office des Changes. This document (transfer certificate) will be essential for future repatriation of profits, sale of shares to a non-resident, or liquidation of the company.

Repatriation of profits

Foreign investors can freely repatriate dividends and distributed profits, proceeds from the sale of shares, and the initial invested capital.

Residence card for foreign investors

For European nationals and equivalents

  • Ordinary residence permit, renewable annually
  • Required documents: passport, proof of address, company RC, bank statements

For other nationalities

  • Long-stay visa first required (obtained at the Moroccan embassy in your country)
  • Then residence card application at the police prefecture

Investment incentives for foreign investors

Investment Charter (2022)

  • Investment premium of 10 to 30% depending on regions
  • Employment premium: 10,000 MAD per job created
  • Enhanced benefits for disadvantaged regions

Hassan II Fund

Grants for investment projects over 200 million MAD in priority sectors.
