Investment subsidies in Morocco
Morocco has developed a solid incentive framework to attract and support investments, both national and foreign. In 2025, the main sources of financing and available subsidies are numerous and varied.
The New Investment Charter (Law 03-22)
In force since 2023, the new Investment Charter is the most important device for investors. It introduces a system of direct investment premiums.
Main Investment Premium
- 30% of total investment for projects in disadvantaged regions
- 20% for projects in intermediate regions
- 10% for projects in Casablanca and Rabat
- Cap: 30% of eligible investment expenditure
Added Value Premium
For projects creating strong local added value (integration rate above 40%):
- Additional premium of 5 to 15% of the invested amount
Employment Premium
- 10,000 MAD per stable job created over 3 years
- Doubled for jobs created in disadvantaged regions: 20,000 MAD
Hassan II Fund for Economic and Social Development
The Hassan II Fund finances structuring projects in priority sectors:
- Tourism: hotels, beach resorts, golf
- Crafts: craft villages, training centers
- Sports: approved sports facilities
- Education: private higher education institutions
- Health: clinics and medical equipment
Minimum investment: 50 million MAD for most sectors.
CCG (Central Guarantee Fund)
The CCG facilitates access to bank financing for SMEs:
- Daman Express Guarantee: up to 1 million MAD, without personal guarantees
- Daman PME Guarantee: from 1 to 50 million MAD

- Prepare a solid business plan with 5-year financial projections
- Document the economic impact: jobs, added value, exports
- Submit the file to the relevant body (CRI, AMDIE, DRI...)
- Negotiate the investment agreement with the State
